MINUTES OF THE ANNUAL PARISH MEETING OF RIBBY WITH WREA PARISH COUNCIL
Held At Wrea Green Institute
On 13th May 2015 at 19.00 Hours

MINUTES
The minutes of the Parish Council meetings held May 2014, which had previously been circulated to all councillors, were approved and signed by the Vice-Chairman.
CHAIRMAN’S REPORT
In the absence of Cllr. J.Wardell, Cllr. J.Maskell read the annual parish report as provided by the Chairman prior to the meeting. (appendix 1)
In addition and on a personal level, Cllr.J.Maskell echoed the sentiments of the untimely passing of Cllr. J.Dobson earlier in the year.
FINANCIAL REPORT
Mr. H.Gigg (R.F.O.) presented a detailed report regarding the finances of the parish council (appendix 2). Mr. Gigg commented on the healthy state of the financial position of the parish council.
It was noted that there will be an further slight increase this financial year in garage and the pre-school rentals.
Allotment society have upto their full rental income to spend annually as a maximum.
The parish council asset register was presented (appendix 3).
POLICE/CRIME and DISORDER
PCSO Trevor Sterling presented his report. In 2014/15 there were 35 reported crimes within the parish (18 in the village and 17 at Ribby Hall village). However, 8 reported crimes in the village were reported from one property acting as a care home.
PACT dates to continue on the village website and also notify CAPOW.
Parking in Mill Lane addressed and will continue to monitor. Additionally Bryning Lane. Any illegal parking on Wray Crescent will also be monitored and illegally parked vehicles ticketed.
LANCASHIRE COUNTY COUNCIL
Cllr.P.Rigby commented on the passing of Cllr.J.Dobson – he will be sadly missed.
Continuing saga of Ribby Road – LCC are ‘fobbing off’ the serious nature of the potholes. However, there is a 5 year plan in place and Cllr. P.Rigby will continue to fight for repairs at earliest date. Comments regarding the development along Ribby Road are causing havoc to traffic and will push to place traffic lights on a temporary basis on the road. LCC concentrating on A-roads and Ribby Road considered a B-road.
There will be a 2% increase in council tax.
School crossing patrols in danger of being stopped due to lack of funding.
LCC has reserves of £280,000,000 which is being saved for a ‘rainy day’ – Cllr.P.Rigby considered the state of the roads as being the ‘rainy day’ presently.
FYLDE BOROUGH COUNCIL
Cllr. F.Andrews reported the following – fracking is still an on-going issue in the neighbouring parishes but would affect Wrea Green if approved.
It was noted that the Local Plan calls for NO further development, however, planning applications are still being approved.
Potholes require urgent attention.
Cllr. F.Andrews asked the PCSO whether traffic management / speed enforcement would be in place with the proposed speed limit changes. 40mph speed limit suggested on Moss Side Lane.
Noted that FBC is now a committee system as opposed to a leader system.
Mr. Eric Murphy requested that speed enforcement traps be utilised within the village to curb excessive speeds being experienced at present. Cllr. P.Rigby suggested the speed of traffic should be closely monitored via the SPIDs.
CAPOW / NEIGHBOURHOOD PLAN
Mr. J.Rowson reported on both the CAPOW activities and update of the Neighbourhood Plan (appendix 4).
OTHER BUSINESS / MATTERS ARISING
Cllr. Mrs.P.Naylor requested an update on 106 monies by Cllr. F.Andrews whom will address the issue and report back at the next parish council meeting.
